Minimum Requirements:

A bachelor’s degree from an accredited college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work or vocational rehabilitation. A master’s degree from an accredited college or university can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Job Description:

This is independent and complex administrative and consultative work responsible for providing training, conducting research, monitoring improvements, and other assigned projects for the Division of Vocational Rehabilitation (DVR) Field Services efforts to support the direction of improvement in the delivery of customer services.

This position is expected to perform these duties with a minimum of direct supervision:

  • Identify area-wide activities, and necessary internal and external resources with the Area Leadership team, that support the pursuit and achievement of the goals, objectives, and strategies that are articulated in the DVR 5-year Strategic Plan for the RSA State Plan.

  • Develop and implement a system of accountability to monitor progress on implementation of the strategic plan, including reports and face to face meetings with the internal and external staff that have been designated the responsibility for implementing activities to support the DVR Strategic Plan.

  • Convene inter-agency and/or intra-agency meetings to promote collaboration between peer agencies, as assigned by Area Director.

  • Provide training and disseminate research findings to assist the Area in implementing the “best practices” that support the best outcomes, particularly in areas that are identified in the Strategic Plan, including underserved groups (such as individuals with cognitive impairments) or other high priority groups, such as youth in Transition from school to work, SSI recipients or SSDI beneficiaries.

  • Coordinate curriculum development and/or arrange for training to support the direction of change necessary to achieve the goals and objectives encompassed within the DVR Strategic Plan.

  • Training development will be for internal DVR audience as well as peer agencies and contractors.

  • The delivery of training, as well as the development of training, could be provided by the headquarters HRD unit, the VR Field Services Area staff, or other subject matter experts, and may include collaboration with other state agencies.

  • Represent the area at disability events, workforce meetings, business leadership network meetings, etc., as assigned by Area Director.

  • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.

  • The employee must interact courteously with others.

  • The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position.

It is the policy of the Florida Department of Education that applicants for employment undergo level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.

  • State of Florida Retirement - 3% Employee Contribution Required
